However, viewership has been plummeting in recent years. The causes are unclear, ranging from "voter apathy" to "lack of education about democratic processes," with "having a life" at the top.
In response to this trend, C-SPAN embarked on various experimental initiatives, beginning in 2019. The most popular by far was the introduction of pre-recorded laughter, akin to the "laugh track" in sitcoms. Consequently, C-SPAN has witnessed a surge in Neilsen ratings, reflecting viewers' apparent enjoyment of the Congressional clown show.
Frank Gumpley, Chief Technologist at C-SPAN, shed light on their approach, stating, "We simply trained an AI to augment the deadpan delivery of unironic humor by folks in the House and Senate, and add a laugh track so people understood what parts were jokes. But, as it turns out, nearly everything they say is a joke."
